About the Role
Kawsang is an implementation partner in the project of USAID Enhancing Quality of Healthcare Activity (EQHA) II is a five-year project (October 23, 2023 – October 22, 2028) led by FHI 360 that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high-quality health system that will lead to better health outcomes for all Cambodians.
EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aims at achieving three objectives:
- Improved evidence-based policy, guidelines, and strategies for more effective and efficient health systems
- Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to national standards.
- Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities.
We are currently looking for a qualified candidate with a highly motivated and experienced Data Maturity Assessment(RDMA) Lead to join us and take the initiative and lead on the data maturity assessment of all individual and across vertical health programs. You will be responsible for the design, development, customization, implementation, analysis, and reports of the data maturity assessment field study following the protocol and framework design for the field assignment of the team to enlarge the assessment quality and deliverable and play a pivotal role in driving our data-driven transformation by designing, conducting, and analyzing a comprehensive data maturity assessment to inform strategic decision-making, prioritize data initiatives, and guide the project towards optimizing our data utilization for maximum impact of the individual and across the vertical health programs which designates by the program with a highly quality standard.
Responsibilities
Develop and execute a data maturity assessment protocol and framework: Identify key areas of focus for the assessment, aligning with the best practices, vertical health program, and project goals. Select appropriate assessment tools and methodologies, balancing rigor with practicality.
Led the coordination of the data maturity assessment(DMA) protocol and framework designed and presented to all relevant stakeholders including internal and vertical health programs at the national and provincial levels to get buy-in and onboard of the protocol and framework.
Lead the data collection design and process: Work with an internal data maturity assessment team to cross-functionally gather data from various vertical health programs, departments, and systems. Employ effective data-gathering techniques, ensuring transparency, accuracy, and ethics.
Analyze and interpret assessment results: Evaluate the gathered data to identify strengths, weaknesses, and opportunities for improvement within our data practices. Synthesize findings into clear and actionable insights.
Present findings and recommendations: Communicate the assessment results to key stakeholders effectively, tailoring presentations to different audiences. Recommend data improvement initiatives aligned with the organization's and project's strategic objectives.
Develop a data roadmap: Create a prioritized roadmap for implementing data improvement initiatives, considering feasibility, resource allocation, and potential impact.
Monitor and track progress: Track the implementation of data initiatives, measuring progress against established goals and KPIs. Proactively identify and address potential roadblocks.
Promote data awareness and best practices: Foster a data-driven culture within individuals and across the vertical health programs through technical working groups, workshops, training sessions, and internal communication campaigns.
Working and communicating closely with internal project stakeholders and project implementation partners to ensure the alignment of the activities and deliverable milestones to avoid overlap and duplicated work.
Requirements
Minimum 5 years of experience in data governance, data management, or data analytics.
Proven experience in conducting data maturity assessments, preferably within health programs.
Strong understanding of data quality, data security, and data governance principles.
Excellent analytical and problem-solving skills with the ability to translate data into actionable insights.
Proficiency in data visualization tools(MS. Excel/Spreadsheet, Power BI, Looker Studio, Stata, ...) and techniques.
Exceptional communication, presentation, and interpersonal skills.
Ability to work independently with result-oriented.
Leadership qualities and the ability to influence and motivate stakeholders.
